MEK’s attempts to hijack the Green Movement

The Mujahedin-e Khalq campaign to be removed from the U.S. list of Foreign Terrorist Organization’s has been fueled by plenty of misinformation.  One big lie that MEK has spread in Washington is that the group is popularly supported in Iran and is the “main opposition.”

This attempt to hijack Iran’s indigenous Green Movement is nothing new.

In his recent book, Then They Came For Me, journalist Maziar Bahari provides a fascinating account of his experience covering the 2009 elections in Iran and their aftermath, and the detention and abuse he endured when he was arrested and detained for 118 days in Evin prison.

Before his arrest, Bahari covered the massive protests and witnessed firsthand how “MEK sympathizers had acted as agents provocateurs among the protestors, inciting violence” during the peaceful demonstrations.

Bahari writes that, during the June 13 demonstration, “The Basijis…normally so rash and confrontational—were clearly intimidated by the sheer size of the crowd.”  But as he worked his way through the masses, Bahari heard shots ring out.  A small group of MEK sympathizers were attacking a Basij building with Molotov cocktails:

“Before long, the Basijis stopped firing warning shots and began shooting indiscriminately into the crowd of protestors.  The two Basijis on the roof did not seem to care if the people they were shooting at were attackers or passerbys.  Many peaceful demonstrators in the crowd panicked and started to throw stones at the compound.”

Bahari describes how one of the men attacking the base was shot and killed by the Basijis.  Ultimately 7 people were killed in the attack, and the violence rippled through the nonviolent protests.

“As the Basij started to spread bullets into the crowd, as people scrambled to take cover as bloodied people ran out of the street, and as MEK supporters started to chant, “Death to the Islamic Republic,” I continued to film.

“Hush. Be quiet!  Change the slogan!  Allahu akbar! God is great!” screamed a couple of older men trying to get the crowd out of the street.  “We haven’t come here to say, ‘Death to the Islamic Republic.’”

“We here to support Mousavi,” said another woman.  “Not fight!”

A small group of young men approached a few of the older men who were trying to calm people down.  “Kafeh shin madar saga!” one said, throwing punches at an older man.  “Shut up, you sons of bitches!”  The crowd erupted into a brawl.

“Death to Khamenei!” cried a teenager as he joined the others hitting the older men.  I turned my camera toward him.

Bahari goes on to describe the reaction among Green Movement leaders:

Mousavi was quite upset about the attack, but he was not going to let terrorists hijack the green movement—which was how the support for Mousavi was becoming known.  Mousavi had decided to tell his supporters to take to the streets one more time and avoid any confrontation with the police and the Guards that could provoke further violence.

Bahari subsequently published an article in Newsweek on the incident, “Who’s Behind Tehran’s Violence?  Opposition supporters worry about their movement being hijacked.”  The piece, which came out just days before Bahari was arrested, quotes a peaceful demonstrator:

“I think some small terrorist groups and criminal gangs are taking advantage of the situation.  Thirty years after the revolution and 20 years after the war, the majority of Iranians despise violence and terror. My worry is that if the government doesn’t allow reforms to take place, we will fall into a terrorism abyss like the years after the revolution.”

Bahari writes:

“The supposed reelection of Ahmadinejad was a gift to such groups. On their Web sites they claim that the alleged rigging of the vote has revealed the true face of the regime. (Like some Israeli commentators, they argue that the victory of a moderate like Mousavi would actually extend the life of the regime.) It is true that in the past, whenever hardliners have intensified their grip, these groups have gained more support. They reacted angrily when pro-reform Mohammad Khatami was elected president in 1997.”

The vast majority of Iranians don’t want these groups to have any part in their movement for democracy.  They continue to be wary of attempts by violent groups to “hijack” their movement and risk reigniting a vicious cycle of violence that would undermine well over a century of work toward democracy in Iran.  De-listing the MEK would do just that.


MEK supporters brought to testify before Congress

Former U.S. officials have admitted to receiving cash to speak at pro-MEK conferences.  Now, officials who may be getting paid to publicly advocate in support of MEK (Mujahedin-e Khalq) are being invited to testify before Congress.

Today at 2pm, a House Foreign Affairs Subcommittee is holding a hearing on the MEK in which three out of the four witnesses  have appeared at conferences to advocate for the MEK to be removed from the U.S. terror list.

Among the officials is former Bush Attorney General Michael Mukasey, who flew to Paris last December to appear alongside MEK leader Maryam Rajavi and call for the U.S. to remove MEK from the terrorist list and start “offering all possible overt and covert support to the opposition.”

Interestingly, the only official testifying today who has not participated in pro-MEK events, Ray Takeyh, has been falsely smeared by MEK as being “pro-ayatollah” and “a leading figure of the pro-Iranian regime circles.”

Unfortunately, none of this comes as a surprise.  In fact, the Chairman of the Oversight and Investigations Subcommittee, Dana Rohrabacher (R-CA), and top members like Ted Poe (R-TX), are themselves avowed supporters of the MEK.  They even recently led a delegation to Iraq where they pushed the MEK agenda and promptly got themselves kicked out of the country.  The embarrassing incident prompted the U.S. Embassy in Iraq to publicly distance itself from Rohrabacher and his pals and explain the group did not speak for the U.S.

If only now somebody would step up to explain why the laws aren’t being enforced to prevent former officials from getting paid to appear alongside terrorist leaders like Maryam Rajavi.

On June 15, 2011, Akbar Ganji published an article,"The Worst Scenario for Iran: A Different Look," on BBC Persian, examining the economy of Iran and the effects of the international sanctions on it. NIAC's Ali Tayebi and Sahar Fahimi have translated this article from Ganji's original pen, Persian, to English.  

“The Worst Scenario for Iran: A Different Look”

Two factors could open a small breathing space and create opportunities for the opposition within the upcoming year; first- the dispute between Mahmoud Ahmadinejad’s team and the other conservatives; second- the creation of targeted subsidies and its consequences.

In mid-April, the dispute between the conservatives and Mahmoud Ahmadinejad began to escalate, and, in the past few weeks, the majority of political news has been dominated by this topic. In these circumstances, less attention was paid to the economic conditions; a circumstance that is due to structural issues, creation of targeted subsidies, and economic sanctions. This article discusses the second matter and its political outcomes.

The Quest for Nuclear Immensity

Manners and methods of Ayatollah Ali Khamenei, the supreme leader of the Islamic Republic, has and continues to display that he is not willing to back down from his stance. His strategy in every situation is offensive. For example, in the case of the United Nations, he advises that instead of awaiting the feedback and criticism of Western governments and civil societies of human rights violations in Iran (the passive approach), Iran should be on the offense, because Western governments are the largest actors in human rights violations of people and governments (the active approach). Or, in the case of women, instead of the West condemning and questioning us for ‘restricting’ our women, we will condemn and question the Western world, for objectifying their women.

In the past 23 years, the supreme leader’s “quest for nuclear immensity” has been activelty persued. He has been firmly against retreating on this matter, and has always commanded the active persuit of this project. He instructed Mohammad Khatami, at the end of his presidential term, to abolish the uranium enrichment suspention agreement with European nations and begin production. Thus, he is not open to compromise and agreement on this matter.

What has been the reaction of Western governmnets? They have passed a few sanctions on Iran through the United Nations. Aside from the international boycotts, the United States and the European Union have independently put more sanctions on Iran. These sanctions have been followed by political ones, the latest of which was an American sanction on June 19,2011, against the Iranian Revolutionary Guard Corps, Basij paramilitary, Iran’s national police and its chief, Esmael Ahmadi Moghadam due to major human rights violations.

As Sanctions Ratchet Up, Iranian Americans Bear Increasing Burdens

With a new push for even more “crippling” Iran sanctions coming out of Congress, and renewed signs from the president that further sanctions may be in the offing, it is more important than ever for Americans, particularly Americans of Iranian descent, to evaluate the unintended impact these sanctions are having here in the U.S.

Yesterday, the civil rights organization Asian Law Caucus released its latest guide, The Impact of U.S. Sanctions Against Iran on You, which lays out some of the effects of sanctions on ordinary Iranian Americans and provides guidance for how to navigate the maze of new and existing restrictions.

Last year, when Iranian-American Mahmoud Reza Banki was sentenced to two and a half years in prison for facilitating remittances between families in the U.S. and Iran, shockwaves rippled through the Iranian-American community.

That’s because even under ramped up sanctions, Iranian Americans are still legally permitted to send family remittances to loved ones in Iran. However, because banking sanctions have closed off most of the legal channels for such transactions, many turn to workarounds that may seem innocuous, but are often illegal.

The ALC effort is important in ensuring that Iranian Americans understand their rights and don’t end up unintentionally violating the law. But even with this understanding, many Iranian Americans have been unable to avoid the chilling effect caused by the increasing breadth of sanctions.

Banks have frozen the accounts of Iranian Americans who simply checked their bank balance online from Iran. In at least one case, a bank closed an account when it determined its customer was a “resident” of Iran because she had been thrown in jail on frivolous espionage charges.

Website owners have found that certain web hosts refuse to allow Iranian IP addresses to access their sites. Iranian Americans who formerly worked and retired in Iran report that they are now unable to receive their pensions here in the U.S. due to banking restrictions. Charity and relief organizations have been shocked when, despite going through the long and arduous process of obtaining a U.S. license to work on humanitarian projects in Iran, they are suddenly and wrongly dropped by their financial institution. And researchers have been unable to conduct studies or obtain grants related to Iran because of concerns about sanctions.

None of these activities are illegal, but the broad, untargeted nature of Iran sanctions have convinced companies and banks that facilitating such activities is simply not worth the risk.

Even with these difficulties, many, if not most, Iranian Americans would be happy to make these sacrifices if doing so held the promise of helping improve the situation in Iran. But the results we have seen from broad sanctions have consistently been the opposite. Economic sanctions regarding Iran’s nuclear program have not stopped or even stemmed the human rights abuses in Iran. They have failed to change the Iranian government’s behavior for over three decades and have hurt, not helped, the Iranian people.

For instance, restrictions on aircraft parts and repairs have helped leave Iran’s civilian aircraft fleet in disrepair, resulting in at least fifteen Iranian plane crashes in the past decade.

We also now know that, in June 2009, as Iranians took to the streets to demand accountability from their government in the face of brutal repression, U.S. sanctions were preventing Iranians from accessing even the most basic communication software and hardware.

Fast forward two years and many of these sanctions remain in place, new ones have been ratcheted up, and even more may be on the way. Meanwhile, Tehran continues to put thirty years of experience in leveraging the sanctions to use by enriching government officials and further consolidating their share of Iran’s economy by controlling the sale of sanctioned products.

Hopefully, efforts like those of the ALC to educate the Iranian-American community can help ensure that innocent people do not unknowingly get swept into the wake of the broad sanctions or have their rights violated.

But going forward, we will need to continue to press policymakers to pay more attention to the unintended consequences of these sanctions.

With Congress considering oil embargo measures that will make Iran policy look even more like the policies carried out on Iraq — which failed to depose Saddam, resulted in humanitarian disaster, and ultimately ended in war — elected officials must hear this message.

It is critical that Americans, and especially Iranian Americans, take action to oppose sanctions that invite dangerous outcomes for the U.S. and the Iranian people, and fail to discriminate between Iran’s government, the Iranian people, and Iranian Americans.


A “stealth” Iraq rerun

This past Thursday, the Atlantic Council’s Iran Task Force released its newest briefing regarding sanctions on Iran, authored by Barbara Slavin.

Slavin writes:

Piling on yet more stringent and comprehensive penalties — seeking to embargo Iranian oil exports, for example — risks undermining the significant international cooperation the Obama administration have achieved without giving adequate time for the sanctions already imposed to work.

Unfortunately, these are the very measures that are now being proposed in Congress

The new bills being discussed in Congress would effectively impose an oil embargo on Iran and implement new restrictions to leave President Obama little room to work with allies in Europe and Asia.

Ali Gharib at Think Progress spoke with Slavin after the sanctions briefing and asked her about some of these proposals being discussed.  She explained:

What they want is a stealth embargo. And they want it to be slow and quiet so it doesn’t cause shocks to the market, but that’s what they want.

If it starts to look like a total embargo, they will lose support. It starts to look like Iraq.

That’s the very thing that makes me worried.  The humanitarian toll of sanctions against Iraq throughout the 90’s was disastrous.  We shouldn’t be seeking the same thing for Iran.

To that end, last week, thirteen organizations (including NIAC) sent a letter to Capitol Hill calling for Members of the House and Senate to oppose or demand significant changes to the proposed legislation.

NIAC is also leading a grassroots letter writing campaign to tell Congress to oppose the new sanctions.  The letter (which you can send to your elected officials here) states:

I am deeply concerned that Congress is intent on repeating the mistakes that dragged an isolated U.S. into war with Iraq, where an oil embargo and sanctions had already contributed to the deaths of half a million children while failing to change the Iraqi government’s behavior.

It’s a shame that so many policymakers apparently do not see the similarities.

But perhaps that’s because of the way the Iran threat is being sold.  As Seymour Hersh, whose recent New Yorker piece  revealed the continued lack of evidence of an Iranian nuclear weapon program, told Democracy Now last week, “you know, you could argue it’s 2003 all over again.  Remember WMD, mushroom clouds. There’s just no serious evidence inside that Iran is actually doing anything to make a nuclear weapon.”

We are all fully aware how that turned out.  And yet Congress seems intent to continue back down the same path.


Haleh Sahabi killed at father’s funeral

Haleh Sahabi, a human rights activist and women rights champion, died today in a scuffle that broke out with Iranian government security forces at her father’s funeral, Reuters reported.

Haleh was arrested for participating in protests following the 2009 election, and temporary released to attend the ceremony. Her father, Ezzatollah Sahabi (1930-2011) was a politician and former parliament member who spent about 15 years in prison before and after the Islamic revolution, and also was a member of the interim government installed after the 1979 Islamic revolution in Iran.  He resigned in protest over the takeover of the US embassy in Tehran.

Iran state news agencies and Iranian officials denied that Haleh died at the hands of security forces and instead have said she died as a result of a heart attack due to the high temperatures. However, eyewitnesses, including Ayatollah Montazeri’s son and Haleh’s uncle, indicate that she was killed after being hit and punched by regime militia and they hold the regime responsible for her death.

Shirin Ebadi, in her interview with Deutsche Welle Persian, pointed out that Haleh’s death is considered a murder and can be investigated by the UN Human Rights Council.

In addition, the U.S. State Department called for an investigation into Haleh’s death.

NIAC issued a statement condemning the killing:

Haleh Sahabi’s death at the hands of Iranian government security forces marks the tragic closing of yet another chapter in Iran’s long struggle for democracy, human rights and the rule of law.  Just as her father dedicated his entire life to achieving a democratic Iran, Haleh ultimately lost her life in pursuit of this cause and, like him, died as a political prisoner.  Iran’s government must release all prisoners of conscience and end the systematic repression that has led to so much suffering in Iran but failed to diminish the Iranian people’s aspirations for a brighter future.


Toxic sanctions

On Tuesday, the Obama Administration announced a new round of sanctions against seven companies that were found in violation of Iran energy sanctions  passed into law last year.

One of the companies, PDVSA, was sanctioned for selling Iran a compound called reformate—which is used to make gasoline burn cleaner.

As reported in December by the Washington Post, U.S. sanctions have prevented Iran from importing gasoline, which has led Iran to turn out a lower quality, locally produced gas mixture.  The local gas is highly toxic and has caused a spike in air pollution that has been linked to a rise in repertory disorders and even cancer.

Now, the U.S. has imposed sanctions on a company for selling Iran reformate that can used to detoxify that gas.

Administration officials were asked about the move by a BBC Persian reporter yesterday:

“We’ve been getting lots of reports of medical experts in Iran saying what Iran is producing inside in haste is not clean and it’s causing cancer…Now, you’re targeting a company that is selling them an equipment to clean that up. How do you justify that, telling the Iranian people that we want to make sure the gasoline you’re driving on is not even clean?

The official response was that “the Administration is charged with implementing the law, and the law is very clear that refined products, including reformate, are subject to the sanctions.”

So that begs the question for lawmakers like Senator Mark Kirk, who presents himself as a champion of human rights in Iran while simultaneously calling for draconian nuclear sanctions:  how can you claim to support the Iranian people while at the same time working to poison the air they breathe?


Experts Warn Against MEK Terrorist Group’s Lobbying Efforts

One exchange of note at NIAC’s Answering the Iranian People’s Call for Human Rights conference on Capitol Hill centered on the terror group Mujahedin-e Khalq, or MEK.

The MEK is currently ramping up its lobbying efforts in Congress to be taken off the Foreign Terrorist Organization list, which would enable it to raise money in the US and even receive US government assistance.  Some have called the MEK an Ahmad Chalabi/Iraqi National Congress-esque group that will similarly be utilized by pro-war interests to push for an Iran war.  [Time: Why Are Some U.S. Politicians Trying to Remove an Iranian ‘Cult’ From the Terror List?]

“The Mujahedin-e Khalq are not a serious organization,” said Nader Hashemi of the University of Denver, when asked by a staffer from the Senate Foreign Relations Committee to assess the consequences of removing the group from the terror list.

The staffer highlighted “increasingly louder calls in Washington that the MEKs designation as a Foreign Terrorist Organization be lifted,” on the basis that some policymakers consider the group a potential US ally because it is the “enemy of our enemy.”  But, the staffer said, “reports suggest that their human rights record is not so spotless and they are immensely disliked in Iran.”

Questioning whether to take the group off the terror list, Hashemi responded, “represents the disconnect that exists in the US Congress with the domestic reality in Iran.”

“The Mujahedin-e Khalq are viewed universally in Iran as an appendage of Saddam Hussein’s army.  They are a personality cult.  They have zero support except maybe a handful of followers who live abroad.”

Human Rights Watch’s Sarah Leah Whitson, who was also on the panel, warned strongly against the US working the group.  “It would open the US to ridicule to have any association with MEK, especially because of its utter irrelevancy and bizarreness,” she said.  “The fact that a number of former government officials were recently trotting around giving speeches on their behalf and earning money from the MEK is farcical.”

Whitson highlighted a Human Rights Watch’s report on the MEK:

“We did an investigation on MEK’s practices in Camp Ashraf…where the MEK was stationed with a fairly sizable milita for many years, protected by Saddam Hussein’s government.  And what we documented was extensive practices of torture, mock executions, a few cases of killings against Mujahedin-e Khalq members who wanted to leave the organization, which I think was correctly characterized as cult-like in its practices of requiring submission by their members…I think it has a real dubious record as possible saviors of the Iranian people.”

Alireza Nader of the RAND Corporation recommended that policymakers read a 2009 RAND report on MEK.  The report, commissioned by the Defense Department, also finds that MEK is a cult in which rank and file members are abused by leadership Camp Ashraf.

According to Nader:

“[The MEK’s] objectives are not very clear, what it wants to do with Iran if it could take power.  It’s not a democratic movement by any means, even former members have described it as undemocratic.  So I don’t think that it would help US interests to remove the MEK from the [terrorist] list.  It could actually complicate our policies towards Iran.”

Several resolutions have been introduced in the House, including two this year, calling for the MEK to be removed from the terror list.  Some lawmakers have even referred to MEK as “Iran’s main opposition movement” in spite of Green Movement denunciations of the organization.

On March 15, NIAC hosted a conference, Answering the Iranian People’s Call for Human Rights, featuring US and Swedish government officials, human rights experts, and Iran specialists.  The conference, which was held in the US Senate, was convened to discuss productive approaches to supporting human rights in Iran, including efforts now underway at the UN Human Rights Council to establish a human rights monitor on Iran.

NIAC Applauds Senate Call for Human Rights Monitor

NIAC applauds Senator Carl Levin (D-MI) and 23 other Senators who today called for the Obama Administration to work with the international community to establish an independent U.N. human rights monitor on Iran when the U.N. Human Rights Council convenes this March. The action taken by the Senators in support of greater international scrutiny of Iran’s human rights abuses comes just one day after thousands of Iranians defied threats from the Iranian government by taking to the streets in solidarity with the people of Egypt and Tunisia and expressing their own aspirations for democracy and rule of law.

The Senators endorsed this action in a letter to Secretary Clinton that was strongly supported by NIAC.

“The establishment of a U.N. human rights monitor is an important, overdue step to address the Iranian government’s abuses,” said Jamal Abdi, NIAC Policy Director. “Iran’s destiny can only be decided by the Iranian people, but as human rights violations continue in Iran, the international community must be loud and clear that universal rights must be respected.”

The Senate letter is critical of the Human Rights Council’s failure to take any concrete measures to address Iran’s human rights situation in the time that has followed Iran’s disputed June 2009 elections. The letter states, “Establishing an independent U.N. human rights monitor charged with monitoring and reporting on Iran’s human rights violations is an important effort to provide some protection for Iran’s human rights and democracy movement.”

NIAC has joined Iranian human rights defenders like Shirin Ebadi and international human rights organizations like Human Rights Watch in calling for the UN to establish an independent human rights monitor on Iran.

“The United Nations has appointed human rights monitors to address human rights crises in other countries, but not in Iran,” said Abdi. “The Iranian people deserve better.”

Humanitarian Tragedy in Iran Yet Another Wakeup Call

This past weekend an Iranian Boeing 727 crashed in northwestern Iran while attempting an emergency landing, taking at least 77 lives.

Headlines regarding fatal plane crashes in Iran have become all too common in recent years, and the increasing number of innocent people killed in these incidents draws attention to the worst effects of US sanctions against Iran.

Thanks in large part to the US embargo on Iran, Iran is unable to maintain their aging commercial airliners, most of which have been operating since before the Islamic Revolution in 1979.  Since then, Iran has relied on spare parts garnered from international smuggling, the cannibalization of their own aircraft, and risky reverse engineering to piece together functional planes.

The White House has the authority to waive the embargo on civilian aircraft parts on humanitarian grounds on a case-by-case basis, though it almost never does so. (The last such instance was a Sept. 2006 decision to allow the export of several Airbus engine spare parts by the Bush administration.) This contradicts the principles of the Chicago Convention, to which both the United States and Iran are signatories, which requires that states “meet the needs of the peoples of the world for safe, regular, efficient and economical air transport”.

However, even the possibility of complying with the Chicago Convention and allowing the export of civilian aircraft parts to ensure safety of flight is too much for some Iran hawks in Congress to countenance.  As NIAC first reported, legislation introduced by Rep. Sherman (D-CA) last Congress would eliminate the President’s authority to license civilian aircraft parts. Sherman has previously expressed his desire to make US sanctions “hurt the Iranian people,” so his disregard for the consequences of this measure is clear, but he apparently does not realize that cutting off all accessibility to aircraft parts also endangers the lives the thousands of his Iranian-American constituents that visit Iran every year.

Sherman is now looking to reintroduce his legislation, though he’s looking for a Republican to act as the lead sponsor to improve the bill’s chances of being passed in the hyper-partisan House of Representatives.  Senator Bob Casey (D-PA) introduced a companion to Sherman’s bill in the Senate but, perhaps in response to the opposition by NIAC and Iranian-American community, he had the good sense to strip the provisions that would put all passengers of Iranian civilian aircraft at even greater risk.

Before he reintroduces his bill, let’s hope that Congressman Sherman takes the opportunity to reconsider whether putting civilian aircraft passengers in Iran in even further danger is a good idea.


Ominous signs for new Congress’ Iran agenda: sanctions, blockade, war

This past Wednesday, the House of Representatives Foreign Affairs Committee convened for a hearing on “Implementing Tougher Sanctions on Iran” and offered a frightening preview of what will be on the House’s agenda next year.

At the hearing, Representative Don Manzullo (R-IL) laid out what may be the game plan by the new Republican Congress to drag the US into yet a third war in the Middle East:

“If these sanctions don’t work, then the next step would be a blockade,” Manzullo said looking over his shoulder to incoming chairwoman Ros Lehtinen.  “And the next step would be some type of—you hate to use the word—but military action.”

Even though it is evident that sanctions have weakened Iran’s economy, it should come as no surprise that Ileana Ros-Lehtinen now wants to pressure the Administration to impose even tougher sanctions on Iran.

“Since the 1990’s, the US and international efforts to stop growing Iranian threat have been half-hearted at best. The problem is not that a tough approach has failed, but that it has yet to be fully tried.”

When it came to the opposition Green Movement in Iran – a movement based on the civil and human rights on Iranians -Representative Ted Poe (R-TX) was incensed that his question about support  for that movement was answered instead with a response about supporting human rights. “My question is what are we doing to promote the opposition, not human rights.”

It appears that the representatives have blindfolded themselves to what is actually going on in Iran and are taking sides on issues that they don’t seem to fully comprehend.
